FB proposal presented to council - Algona Upper Des Moines Apr 5th 2012, 17:11 ALGONA — At the Algona City Council meeting held on Monday, April 2, Keri Navratil, city administrator, announced that a long-awaited proposal from Foutch Brothers, L.L.C., had been received that morning.Foutch Brothers had indicated in January it would be interested in taking ownership of the O.B. Laing building in order to create apartment units. The council then put on hold plans to have architects FEH and Brooks, Borg and Skiles work together on plans to move the Algona Public Library into the former middle school. In the proposal received Monday, Shawn Foutch outlined a plan that would retain the auditorium, gymnasium, stage area and part of the public restrooms for public use and additionally expand the backstage area. The remaining areas would be developed into rental apartments. Hallways and entrances would be reconfigured to provide secure separation between the two.
